Polaris Strategy & Capture Consulting is a Federal AE advisory and consulting practice founded by Lee Sisco, former East Region Federal Director (SVP) at HDR, ranked No. 6 on ENR's Top Design Firms list and the largest US employee-owned AE firm. Lee spent nearly a decade growing HDR's East Region Federal program from $28M to $93M in annual revenue across a broad portfolio of DoD and civilian agency work, all market sectors, and a wide geographic footprint. Polaris works with AE firms at the executive, operational, project, and marketing level. The approach is direct: strategic, operational, and tactical depending on what you need, with the ability to roll up sleeves and do the work rather than just offer an opinion. Proposal development and review is the core of the practice. Polaris supports SF-330 and competitive RFP pursuits for stand-alone and MATOC/SATOC IDIQs: full development, independent pink and red team reviews, black hat analysis, compliance and consistency checks, and supplementing existing teams on high-priority pursuits.
